This course offers participants the opportunity to become trained in the operation of  NCEM’s Deployable HF Radio Communications system (Kit).  The Deployable Boxes are self-contained high frequency radio units that can be activated when normal communications are disrupted.  Each Kit contains a transceiver, antenna tuner, Pactor modem, power supplies, computer and antenna and operate on the SHARES radio network which links federal, state and local governments, certain response support groups and critical infrastructure facilities.  This course trains personnel to operate within the Incident Command System in support of the Communications Unit by providing Email and voice communications during emergencies, exercises, or  whenever normal communications are disrupted.   Training includes deploying the boxes, erecting a wire antenna, tuning the transceiver, and using Winlink Express software to transmit and receive text messages between emergency operations centers as well as other assets activated or deployed during an event. This class will train on the Winlink Express application operation, Explain DHS SHARES system operation as it applies to NCEM, and train AUXC and PS personnel to send and receive Winlink traffic via HF radio and telnet

Pre-requisites: Amateur attendees must meet the following requirements: 1. Be registered in the NC AuxComm Database (have completed, at the minimum), the latest version of IC-100, 200, 700, & 800). 2. Hold at least a General Amateur Radio license. 3. Agree to make themselves available (depending upon personal situation) for deployment, with said kit, if requested. 4. Agree to execute a SHARES Form 1 document (non-disclosure portion) prior to receiving training. 5. Agree to additional kit training, when available (This class is considered Phase 1 Basic Operation, Phase 2 may cover Voice nets, encryption and other operations as required. 6. Knowledge of or using SHARES is a plus, but not an absolute requirement. 7. Have at least a working knowledge of one or more of the Winlink Express application operational protocols (Telnet, HF, Packet, Pactor, Sound Card ARDOP or Winmor). It is expected that the Public Safety personnel selected will already have the minimum required ICS courses. Prior to the training, all selected would be expected to download, install, and as much as possible, become familiar with the Winlink Express application. An Amateur License is not required to operate the Winlink Kit. (All SHARES operations will be in non-amateur bands), however an operator with the ability to move to the Amateur HF bands, if required, is preferred. SHARES operators are not licensed. Each SHARES station is assigned a call sign. Whatever station you might be operating will be the call sign you use.
